Kyiv, Zaporizhzhia, and Ivano-Frankivsk: A Fresh Nation Explores the Dynamics of Its Urban Centers

The decentralization reform and the autonomous functioning of local governments in Ukraine played a crucial role in the country's adaptability and strength during the onset of the full-scale invasion. Ihor Liski, the Chairman of the Supervisory Board at EFI Group, asserts that these factors were essential for Ukraine's ability to withstand the crisis at that time. He firmly believes that the current resilience of the nation will hinge on how effectively local authorities, supported by the government, navigate the difficulties presented by this winter.

"According to Liski, undermining the resilience of the Ukrainian populace, particularly among those in Kyiv, is quite simple. If the spirit of the home front falters, the valiant Armed Forces of Ukraine will struggle to protect the nation."

Kyiv's Mayor, Vitalii Klitschko, has announced that the city's essential combined heat and power plants are prepared for the upcoming heating season. Nonetheless, these facilities continue to be primary targets for enemy attacks, prompting the city to develop an alternative heating supply system as a contingency measure should the main infrastructure be compromised.

We introduced this strategy during a meeting with the Kyiv City Council, outlining our definitive steps to the deputies for the very first time. Additionally, we shared the plan on two occasions with the National Security and Defence Council, receiving their endorsement. This initiative aims to establish a backup heating supply system for Kyiv, ensuring the city is equipped in case the main heating infrastructure is compromised.

I'd like to emphasize that the central heating system was developed over many decades following World War II, with contributions from numerous organizations. Given our limitations in funding, personnel, and time, it presents a significant challenge for us to construct what took years to establish, all within the window between the end of winter and the start of the next heating season," stated Vitalii Klitschko. Nevertheless, he insisted that the project must be finalized by December.

Acting Mayor Rehina Kharchenko announced that throughout the 2025/26 heating season, every building in Zaporizhzhia experienced no heating issues whatsoever.

"We had a period of a terrible blackout, when at one moment 5 million people -- this is the entire Dnipropetrovsk region and the Zaporizhzhia region -- were left without electricity. That is, phase zero completely across all facilities. The municipal enterprise 'Vodokanal' restored water supply within an hour and a half. Heating was restored at night. People didn't understand what was happening at all. We were given six hours to restart the heating. By morning, everyone had heating.

In Zaporizhzhia, our focus isn't solely on getting ready for the heating season; our primary concern is gearing up for potential shelling. Currently, we have 36 essential infrastructure sites—such as pumping stations, boiler facilities, heat substations, and backup generators—secured and fortified. As Kharchenko emphasized, these facilities need to function effectively, but their protection is paramount.

The close location of Zaporizhzhia to the frontline presents additional considerations for the city's defense strategy, according to its leader. Key measures include the implementation of anti-drone nets, an expansion of modular shelter availability, the application of armored film to public transport vehicles, safeguarding municipal facilities and healthcare centers, enhancing fuel stockpiles, among other initiatives.

According to Mayor Ruslan Martsinkiv, Ivano-Frankivsk, situated far from the frontline, encounters a distinct set of challenges that, while not related to direct conflict, are nonetheless significant for the city.

The heating infrastructure of the city is now 75% decentralized, a shift that started a decade ago, well ahead of the full-scale invasion. Currently, only 25% of the city relies on central heating. In addition, local officials are working to secure fuel supplies and maintain reliable communication channels.

However, Martsinkiv highlights that the primary challenge facing Ivano-Frankivsk is its population. With the escalation of shelling in both frontline and central areas, there has been a marked rise in the internal movement of Ukrainians relocating to the western part of the nation.

"It seems as though we're reliving the challenges of 2022," remarks Martsinkiv. "The demands on transportation, housing, and infrastructure are growing. I urge the residents of Ivano-Frankivsk not to hike rental prices, yet we’ve seen them surge threefold." Over the last ten years, the city's population has surged by nearly 150,000, posing significant challenges for Ivano-Frankivsk, according to the mayor. However, the city is actively seeking solutions to address these issues.
